Harold Penman was a businessman and founder of The Underwater Explorers Club
The Underwater Explorers Club collapsed when Harold Penman ran out of money and many members migrated to the BSAC.
The late Trevor Hampton (British pioneer diver) had dealings with both The Underwater Explorers Club and BSAC [1].
