ULTIMATUM (the Underground Liberated Totally Integrated Mobile Army To Unite Mankind) is a fictional terrorist organization in the Marvel Comics universe. It was founded by the Flag-Smasher in his attempts to destroy nationalism. ULTIMATUM became the occupying army of Rumekistan when Flag-Smasher became the ruler.
