Turmoil is a villainess with a Russian accent who appears in the episode Cry Turmoil in the animated television series SWAT Kats: The Radical Squadron, voiced by Kath Soucie. She arrived over Megakat City, with a simple demand: either the city officials paid her an exorbitant mount of money - $2 million dollars in gold per week - or she would prevent anyone from flying the skies of the city. She was quite capable of doing as she threatened, for not only did she have a massive, flying aircraft carrier, dozens of underlings, and her own squadron of all-female fighter pilots (the Omega Squadron), Turmoil also had in her possession a most unique weapon, a device dubbed the Vertigo Beam which causes blurred vision.
She nearly caused a commercial airliner to crash with the device, but with some help from the SWAT Kats, the pilot of the airliner regained his senses and was able to make a safe landing. Lt. Felina Feral flew in her helicopter and ordered her to surrender. The Vertigo Beam was turned on, but she was saved by the SWAT Kats. Turmoil sent the Omega Squadron to take the Turbokat, but T-Bone easily evaded all their pitiful attempts, which impressed Turmoil, and she began to fall in love with him. She was able to capture the Turbokat, with T-Bone in it, but T-Bone was able to eject Razor - who had passed out from the effects of the Vertigo Beam - at the last second.
Once on board the carrier, T-Bone was presented with an offer by Turmoil: either he become her second-in-command, or she kills him. He agreed, and was given a flight commander's uniform bearing Turmoil's insignia, but before he could be fully trusted, T-Bone would have to prove his loyalty by killing Razor. It was all a ruse so that he could plant remote detonators all over Turmoil's ship, and his plan worked. The ship was destroyed, and Turmoil arrested and sent to Alcatraz. However, her feelings for T-Bone were unchanged.

According to Mark Lungo's Animato! article on the series, Turmoil was slated to return in an episode entitled Turmoil II: The Revenge before the show was cancelled, in which she would have escaped from Alcatraz.
