Tube Lines Limited is a private company, responsible for the maintenance, renewal and upgrade of the infrastructure, including track, trains, signals, civil work and stations, on three London Underground lines. It is a consortium of Amey (a subsidiary of Grupo Ferrovial) and Bechtel and its main headquarters is 15 Westferry Circus.
Since January 2003 the London Underground has been operated as a Public-Private Partnership (PPP), where the infrastructure is maintained by private companies but it is owned and operated by Transport for London (TfL). Tube Lines has a 30-year contract for the following lines:
Tube Lines is responsible for over 200 miles of track, 255 trains, 100 stations, and over 2,500 bridges, lifts and escalators spread across these three lines.
The three lines are the busiest and the deepest on the network. Metronet is responsible for the remaining lines.
Under the terms of the contract Tube Lines agrees to provide London Underground with trains, stations and related infrastructure to the standards and performance levels required to give the travelling public a reliable service in a safe, efficient and economic manner. London Underground pays Tube Lines an infrastructure service charge, a monthly payment increased or decreased to reflect the network's performance. Revenue to the consortium is reduced if service falls below benchmark levels, and deductions suffered for poor performance are at twice the rate of the increase in revenue for improved performance. Day to day operational control of the lines remains under the control of London Underground.
