Truman Smith Baxter (24 November 1867 - October 1956) was the sixteenth mayor of Vancouver, British Columbia. He was born near Carlingford, Ontario, part of Fullertown Township in Perth County.
In 1913, he became mayor without competing against any other candidates. In 1914, he won a second term against Louis Taylor by 2091 votes. In 1915, he lost to Taylor by 686 votes.[1]
Baxter faced not only a time of economic decline, but also the circumstances surrounding Canada's involvement with World War I.
