The Treaty of Fort Wise in 1861 was an attack on the already feeble state of the Native Americans. Not only did the Treaty of Fort Wise break the promises established in the Treaty of Fort Laramie, 1851, but it also removed Cheyennes and Arapahoes from the Front Range and routes across the Great Plains. The Native Americans were confined to Indian reservations in South Eastern Colorado, where land was less than desirable, and was promised annuities for fifteen years. However, during the Civil War, the US government failed to pay those annuities. Since the Natives were receiving no sort of the promised goods, and were on land in which they could not support themselves, they clashed often with whites to avoid starvation.
