Should the permanently inhabited islands of Donegal, such as Arranmore be included? The two "towns" on it are too small to be individually listed, theres not even enough to write a decent stub about them. Same goes for Tory Island, (which has no article yet).

No. It is my intention to have a category for every county (see Category:County Kerry and Category:Limerick topics) of which this category will be a subcategory.
So I suggest you may as well start Category:County Donegal

Theres also the issue of "What is a town?", which affects Donegal more than elsewhere - Burtonport for one isn't big enough to be a town, unless you got all 15 square miles it covers and piled them into a small area...
