I know the originating site claims this is a "narrow miss", frankly I don't think that holds water. Firstly, the torpedo is running on the surface and, secondly, it isn't running very fast. It also looks like the back of a motor boat. What I imagine this is a photo of is actually launching a torpedo; the earlier motor torpedo boats used to simply drop the torpedo off the back of the boat and swerve away before it could get up to speed.
