Sergeant Tom Penny was a police officer in the long running ITV drama The Bill. He arrived at Sun Hill in one of the first episodes in 1984 and finally left in December 1990 after he was pulled over in his car and found to be over the legal drink drive limit. Based on this, rather than being disgraced and sacked by the force he decided to resign on medical grounds stating that an old injury was now preventing him doing his work as a police officer. He made a surprise return in 1991 still claiming to be a police officer, even though that was not the case.
