it is a photo of a famous individual;
it is of much lower resolution than the original (copies made from it will be of very inferior quality)

Its inclusion in the article adds significantly to the article because it shows the subject of this article and how the individual depicted is significant to the sporting world.
The subject of this image, Tom Pryce, is now deceased and a free image being produced in the near future is unlikely.
