Tolosa is a 5th class municipality in the province of Leyte, Philippines. According to the 2000 census, it has a population of 14,539 people in 2,963 households.

Tolosa was a battleground during MacArthur's landing in Leyte. Until salvaged by Chinese scrap metal merchants in the 70's, there were still shells of LST's destroyed during the landing. There were GI's names still carved in the palm trees. They were all destroyed by mining operations.

The beaches in Tolosa were black until the 1970's. They derived there color from a mineral called maganatite. It is naturally magnatized iron, easily converted to high quality steel. INCO (Iron, Nickel & Copper ore) mining destroyed all of the vegetation and topographical characteristics of the land in a mining process that is now illegal in most countries in the world. This left white sand beaches and vast empty land.

Imelda Marcos developed the land and built a large compound where she entertained Miss Universe candidates during the pageant held in Manila.
