It is used to illustrate moe, the most common manga style.
It is also used to illustrate one of the most popular and recognizable manga series.
While a free use image may be possible, it would not be by a professional artist. A example from a professionally produced manga is needed for accuracy in depicting what kinds of manga are sold.
It is used for educational pruposes.
The use of one panel does not infringe on the copyright owner's rights to make a profit.
