The phrase, "to be determined" is typically used to express undefined dates, times, places, and people. It is frequently shortened to TBD in written correspondence.
Although the word determined is used in this prhase, it has nothing to do with the concepts of determinism. It is more closely associated with uncertainty.
The phrase "to be announced" is similar in nature, though that which is to be announced may have actually been determined, but not made public. In many cases, though, the phrases are used interchangeably.
