Meighen was born in Portage la Prairie, Manitoba. He attended the Royal Military College in Kingston, Ontario before studying law at Université Laval in Quebec City. He subsequently practiced law in Montreal, and became a senior partner in the firm of McMaster Meighen. During World War II, he was based in Halifax Nova Scotia while serving in the Royal Canadian Artillery. After the war he retired, with the rank of lieutenant colonel.

He established the T. R. Meighen Family Foundation in 1969.

He is the father of Senator Michael Meighen. Following Theodore Meighen's death, his wife Peggy (Michael's mother) remarried to Senator Hartland Molson. Peggy remains the only Canadian to have both a son and a husband sitting in the Senate of Canada at the same time.
