It is C.J. vs. the rest of the senior staff—and the President—over whether to make public the possibility of an outbreak of mad-cow disease. C.J. is also up in arms about arms sales to a Persian Gulf state, Qumar, known for its poor treatment of women. Meanwhile, Josh tangles with a women's-group lobbyist over wording in a treaty concerning prostitution; Toby meets with veterans upset about the content of a Smithsonian Pearl Harbor exhibition; and Sam's concerned about a lawsuit against the President involving automobile seatbelts.
