The Toilenator or his real name Louis "Lou" is a fictional character in Codename: Kids Next Door. According to Tom Warburton in a Q&A, his name is the Toiletnator. Voiced by Dee Bradley Baker. His Spanish voice actor is Igor Cruz. He was originally used as a throwaway joke (according to a Q&A).

A parody of "The Terminator" except weaker, the Toilenator ((his real name is Lou) a pun on loo, a reference to a toilet, or possibly "lou" as in loser (lou-ser)) is played for laughs as a fairly incompetent villain. He shoots toilet paper at enemies, and sneaks into houses through toilets. He also apparently possess the ability to unclog toilets and "flush" large bodies of water with his mind. While the other villains see him as a joke, he still manages to find a way to attend meetings (despite often being given invitations that are supposed to send him to Antarctica, see Ops AFLOAT and FLUSH). Sometimes he shows that he is capable of far more than others give him credit, but due to his naive nature it doesn't take long till he messes it up. Mr. Boss once mentioned the time he let Numbuh One get by when his only disguise was a T-Shirt that says "This is not Numbuh One", showing his gullibility. (see Op FLUSH for a prime example). He sees Numbuh Four as his arch-nemesis, probably because the boy doesn't take him seriously in the least (another possible reason might be that he thought No. 4 was going to be his first friend in Op MOVIE).He also wasted his power as the "Terma-tollinator" (or the "Toilla-terminator" or the "Fearsome Flushifier"; he couldn't decide which sounded cooler), in which he proved that his power is some sort of benefit, which is most likely the only reason that he is still technically "part" of the adult team. Recently, in Op. MISSION, Toiletnator's head was unraveled, and beneath the toilet paper, he has a cardboard toilet paper roll for a head. Toiletnator also likes vegetables like asparagus, and dislikes meat, such as burgers, and beverages, such as coffee.
He is the Boss of both Op. TUTORIAL and OVERFLOW in Op. VIDEOGAME. Has a KNDanger rating of 0.2 [1]
In Operation: C.H.O.C.O.L.A.T.E., he is visited by his parents in the KND Arctic Prison. They resemble their son, but the dad has a mustache.
He was the first one to be turned into a Senior Citizombie in Operation: Z.E.R.O.

Toilenator is a niave and gullible villain with no sense whatsoever. However, when angered or truly determined to prove his worth, he can actually take down opponents smarter and stronger than he is (ex. when the KND wouldn't take him seriously in op CANYON, he responded by flushing down all of the milk & cereal that they filled the Grand Canyon with (as the celebration of the organization's anniversary) before anyone could even take one bite).

Toiletnator usually wears a roll of toilet paper for a mask, a tight yellow jumpsuit covering his whole body, a toilet paper cape, and a pair of brown leather shoes (occasionally, he also carries around a plunger).
