The Master Cylinder

The Master Cylinder is a villain in Joe Oriolo's 1950s television revival of Felix the Cat. He is the "King of the Moon" and delights in capturing Felix and his friend, Poindexter. No one controls him: not even the Professor who was once his teacher. His voice was done by Jack Mercer; later, he was played by John Stocker.

By the way he describes himself in his debut episode, The Master Cylinder is a disembodied brain contained within an electromechanical body. His minion, to be seen in later episodes, was a helmeted white squid named General Klaang.
