The 13th Protocol

The 13th Protocol of the European Convention on Human Rights was acceded to by the British Parliament on 10th October 2003. The protocol finally brought to an end Capital Punishment in the United Kingdom and removed the one remaining capital offence from the statute books - Arson In A Royal Dockyard. The office of the State Executioner within the British Home Office was disbanded from that date.

In 2005, British film production company Gallery Pictures produced a short film The 13th Protocol written and directed by Mark Greenstreet and starring James Weber Brown which portrayed the fictional events of 9th October 2003. The short film received critical acclaim at the Cannes Film Festival 2005 and the Edinburgh International Film Festival 2005.
