How can you highlight one incident as to represent The Boulevard at the Capital Centre? There are plenty of murders in all of areas of Washington, DC (not to mention all large, medium, and small cities), yet those shoppers and restaurant goers are not "scared off." The immediate area around "The Blvd" has the largest per capita income among African Americans in the United States, as well as the most educated.
