State Highway 28 or SH 28 was a route proposed by 1919. The original route was proposed from Muleshoe to Olney. By 1922, most of the route had been built, with the route splitting at Benjamin and travelling to both east to Seymour and south to Sagerton. By 1933, the route had been redirected along its spur route into Vernon, with its previous southerly route being reassigned to SH 24 and SH 16. It was also cosigned along its entire route with U.S. Route 70. By 1939, SH 28 had been cancelled in favor of U.S. 70. SH 28 has not been used since.
SH 28A was a spur off of SH 28, branching off from Crowell and travelling northeast through Vernon to the Oklahoma border. By 1933, it had been reassigned as the main route of SH 28.
