SH 17 was one of the original 26 highway proposed in Texas in 1917. The original route was to be from the New Mexico border through Pecos and Ft. Stockton to Sanderson. By 1922, no portions of the original route had been built, but SH 17A had been built from Pecos southward to Balmorhea. The new plan for SH 17 was now from Monahans to Ft. Stockton to Sanderson, with SH 17A running from the New Mexico border to Pecos and south via Balmorhea and Marfa to Presidio. By 1933, SH 17 had been transferred to SH 82, while SH 17A was reclassified as the main route of SH 17. By 1939, the stretch from the New Mexico border to Pecos was transferred to U.S. Route 285, while the stretch from Marfa to Presidio was transferred to U.S. Route 67.
