Terje Andersen (born March 4, 1952) is a former Norwegian speed skater and sports leader. He represented Tønsberg Turnforening and Holmestrand og Botne Skøyteklubb. Andersen was a typical middle distance skater, his best achievement being one bronze medal from Olympics in Lake Placid in 1980.

Andersen participated several times in the Sprint World Championships, ending fourth in 1981, and 6th in 1978. His best placing in an allround championships is a 12th place in the World Championships on Bislett stadion in 1975.

Terje Andersen was president of the Norwegian Speed Skating Association from 1997 to 1999, and again in 2003.
