[edit] "mostly right-of-way"?

The sentence "The track is mostly right-of-way" doesn't really make sense. Does this mean that the track mostly has reserved right-of-way, rather than running in mixed traffic in the street? --Jfruh (talk) 21:05, 15 March 2007 (UTC)
