[edit] Plot synopsis
After countless humiliations at the hands of the Batman, Penguin realizes that while he may not be able to take down the Dark Knight alone an all-star team of Gotham's most dangerous villains might just do the trick. While trying to stop this powerful force Batman must deal with team building issues of his own as Batgirl and Robin meet for the first time.
Penguin is watching a movie of a General and his team breaking into a hideout and stealing its gold. When the General says "Teamwork boys - now that's a blueprint for success", Penguin gets the idea to recruit Gotham's greatest Villains to take down the Batman.
Meanwhile at a Gotham Bank, Bane is busting in and rips off a vault. Batgirl shows up and Bane throws the vault at her. Soon after Batman and Robin arrive. Batman and Robin throw batarangs at Bane but he uses a pillar to deflect them all. Batman tells Robin to do the distraction maneuver they practiced on Bane, but Batgirl jumps in and tries to fight Bane as well. Bane grabs both of them but Batman releases an electric grappling hook into Bane's venom tube, bringing him down.
Penguin is watching TV at a hideout and see Bane being brought into Arkham. Killer Croc, Firefly, Ragdoll and he discuss who their last member should be because of Bane being put in decommission. Killer Moth shows up, though the others see him as a waste of space. Penguin decides to keep him anyways to make them coffee.
At the Batcave, Batman and Alfred are looking on the Batcomputer and Batman deduces that Penguin is recruiting a gang while Robin trains against a battle robot in the background. Robin gets knocked out by the robot and Batman and Alfred stare at him. Batman says Robin needs to follow his lead.
Penguin and his gang arrive at a chemical plant in an ice cream truck. Killer Croc and Ragdoll take out the security cameras while Firefly gets the chemical Penguin wants for the team. Batman and Robin show up in the Batmobile and Robin goes nuts on Penguin. Batgirl comes and tells Batman he needs to cut down on Robin's sugar intake, while the other three Villains in Penguin's gang come attacking them. Batman takes Killer Croc and Batgirl takes Ragdoll. They are eventually both knocked out along with Firefly, until Robin and Batgirl slam into each other on accident. The Villains get away with the chemical and Batman, Robin and Batgirl barely escape a giant explosion.
In the Batmobile, Batman, Robin and Batgirl go back to the Batcave when Batgirl learns that Robin has already been there and knows Batman's secret identity. When arriving at the cave, Batman pulls his mask off for Batgirl, revealing he is Bruce Wayne. Batgirl is quick to deduce that Robin is Dick Grayson and Robin asks who she is. She refuses to tell but Batman says she's Barbara Gordon.
Penguin and his gang go to Robert Howard's mansion and plan to use the chemical to melt through the layers of acid. When Penguin reveals that they are trying to get a rubian crusted penguin inside the mansion, the others quickly disagree. Meanwhile, Killer Moth is driving the Ice Cream truck to the gang but inhales the chemical into his skin.
Batgirl and Robin are training in the Batcave when the Batwave goes off, which reveals the mansion that the Villains are hitting. Batman, Batgirl and Robin get in the Batmobile to go stop them.
The Ice Cream truck that Killer Moth is driving comes to a halt in front of Penguin and his gang. It opens up to reveal a giant slimy cocoon. Killer Croc sniffs it and discovers it's Killer Moth. Firefly, Ragdoll and Killer Croc leave Penguin but the cocoon opens to reveal a giant Moth Monster, that is actually Killer Moth. Killer Moth demands that the team starts showing Penguin respect as Batman, Robin and Batgirl arrive.
As Batman battles Killer Croc, Robin battles Ragdoll, and Batgirl battles Firefly, Penguin rides on Killer Moth to steal the rubian crusted penguin. Batman pulls Penguin off after finishing taking down Croc and the two battle. Batgirl and Robin finish taking down Ragdoll and Firefly and Robin manages to get on top of Killer Moth. Robin rams Killer Moth into Penguin, who is fighting Batman, and the Villain team is taken down.

[edit] Quotes
- Penguin: Hmmm... a team of Gotham's greatest villains to do the job we haven't been able to do alone: clip the bat-jerk's wings permanently. Now that is a blueprint for success.
- Penguin: Gentlemen. Tonight we show Gotham and the bat-jerks the power of Team Penguin!
Firefly: What if we call ourselves "The Gotham Gangsters"?
Penguin: Team Penguin is not up for debate! Now let's do this!
- Firefly: Bats sure went out with a bang.
Killer Croc: Yeah, we always think that.
Penguin: Who cares? We kicked their bat-butts once, we can do it again! Tonight proved it! Team Penguin is unstoppable!
Ragdoll: How about "Villains United"?
Penguin: How about you shut up?!
- Penguin: (about a cacoon) What is that?!
Killer Croc: It's Moth. Was him anyway. Poor guy.
Firefly: Must have been the fumes.
Penguin: I feel awful. We'll buy him a wreath with the profits. Now grab the canister and let's do this!
Killer Croc: You couldn't lead us on a paperbag, Penguin. I'm gone.
Penguin: Quitter, eh? Fine. More for the rest of us. [Firefly and Ragdoll leave] Guys? Where're you going?
- Penguin: (about the movie he watches) I love this movie!
Man in cinema: Do you mind? We can't see.
Penguin: What I mind is backseat yakkity-yak while I'm trying to watch a movie!
- Firefly: (to Killer Moth) Nice wings. Granny made them?
Ragdoll: Now, now, give him a chance. What are your special talents? Attraction to bright lights? Making holes in sweaters?
- Penguin: Any final requests before you part?
Batman: Prepare for landing.
Penguin: Huh? What landing?
Killer Moth: [being ridden by Robin] Sir! Sir, look out! [crashes into Penguin]
- Firefly: We're in, but the only thing in here is some chemical.
Penguin: That's the Dengus. Grab it. [takes coffee from Killer Moth] Yesiree, this really is a blueprint for success. (drinks coffee) Hmm, robust.
Firefly: Let's move!
Penguin: [sees the Bat-Signal] All in good time, gentlemen. A light in the sky says we're about to have company.
- Penguin: Gentlemen, the target. The stately mansion of Gotham's own software billionaire, Robert Howard.
Firefly: No one's been able to break into that place. I've tried.
Penguin: Did you have a team of specialists to take out his security systems, and a super-chemical to eat through five layers of laser-proof titanium vault? It's teamwork that's going to get us in here. And it's teamwork that's going to net us Howard's recently-purchased, one-of-a-kind, ruby-encrusted... penguin!
Killer Croc: I knew it! This is about a stupid bird!
Penguin: Well, this time it's a bird. And next time it can be an alligator. Now, where's my lackey with the chemical?
- Killer Moth: Having acquired a secret mixture for his general, special ops Moth approaches (coughs) the--(coughs) rendezvous point. (coughs) The rendezvous point.
- Killer Croc: (to Killer Moth) Listen, mothball, there's only one room for one killer here, and that's Killer Croc.
- Firefly: I guess we'd better fire up our recruitment drive.
Ragdoll: (coming out of Penguin's hat) I concur with Firefly, but one can't simply pull a super criminal out of a hat.
Penguin: Ragdoll! I told you not to do that!
- Killer Moth: (after transformed) What? I have something on my face, don't I? (At first he is shocked to see his new form in a mirror, but then he turns on the other team members gleefully) Well, well, well, maybe now I'll start getting some respect around here. Now as for Penguin, he's our leader, so you guys are gonna start showing him the respect he deserves.
Killer Croc: You bet. You got it.
Firefly: Anything he wants.
Penguin: (to Ragdoll, Killer Croc, and Firefly) You heard him! Anyone who has a problem with taking orders from me deals with him. (to Killer Moth) You, get the chemical from this truck.
Killer Croc: Me?
Firefly: Wait. Maybe we don't need it (points to Killer Moths spit dripping onto concrete floor disolving it).
Penguin: Looks like your makeover gave you some new skills. Forget the chemicals. Moth is everything I need. I mean, we need. Now let's see what you can do with these wings.
- Batgirl: Sorry, circus boy, but you can't beat an Olympic gymnast for teaching acrobatic skills.
Robin: How many time you performed a Triple Serial Supersault?
Batgirl: Dozens. (hitting the four lights of the robot)
Robin: Fifty-feet up without net over hungry lions?
Batgirl: I don't know if they were hungry.
- Bruce: (to Dick about Batgirl) She's Barbara Gordon.
Dick: Gordon? As in the comish's kid?
- Killer Moth: (to Penguin about his skills) I got stealth skills, code-breaking skills, ka-ra-te skills, (grabs a gun) cocooning skills. (the goo ends up shooting on him)
Penguin: How about coffee-making skills? I take mine black, two lumps.
- Batgirl: (upon learning Batman's identity) Bruce Wayne? Knew it! (to Robin) And you must be Dick Grayson!
- Batgirl: I know, "wait for backup."
Robin: Did someone say "backup?"
Batgirl: Um..Who's the pixie?
Robin: Robin, official partner of the Dark Knight.
[edit] Trivia
- Ragdoll's suggestion for the team name, Villains United, might be based on a comic book limited series of the same name that he had a role in.
- Penguin's favorite movie, as well as his scheme to recruit the top villains in Gotham, seems to be inspired largely by Ocean's Eleven and the beginning of Italian Job.
- Joker and Mr. Freeze turned Penguin down; they are only seen in photographs. Bane, in a cameo, is considered but is intercepted by the Batcrew right after getting his invitation.
- Killer Moth is depicted in both his "loser" mode from later interpretations of the character and as "Charaxes" (though via mutation rather than a demon's gift). Batgirl fighting Moth in both forms is a clear reference to her comic-book origins, as Moth was the first villains Barbara faced in costume.
