I think this image is GFDL, not PD. Although it's from de:Bild:Tamaulipas in Mexiko.png, that's just a resize of Image:Mexico template.png, which is marked GFDL. I think this image (Image:Tamaulipas in Mexiko.png), as well as its siblings such as Image:MexicoState.png (and also de:Bild:Tamaulipas in Mexiko.png), should be marked GFDL.
