Garibaldi's past catches up with him as he is framed in an attempt to sabotage a visit by the Earth Alliance President Luis Santiago.

Garibaldi is shown to have suffered alcoholism in the past, and is capable of being pushed back into it. The Homeguard show up again.

"Survivors" was originally titled "A Knife in the Shadows."
The character of General Netter, played by Rod Perry, is a reference to Babylon 5 executive producer Douglas Netter.
