Though the picture is subject to copyright I feel it is covered by the U.S. fair use laws because:
- it is a low resolution still of a televison episode;
- it does not limit the copyright owners rights to sell the episode in any way;
- it illustrates the character in question.
- The copyright is most likely held by the studio Bandai
