[edit] Approaches to SEA
Hello The description is not SEA-centric. It recognises SEA as one process of many. Therefore there is no description of the tiering because it is part of a superstructure holding together SEA and EIA. Also it discusses not the role of SEA in decision taking because in decision taking environment is only one objective. There are two basic approaches: SEA plays the role as instrument to force decision takers to think about the environment or the environment is part of the overall strategic impact assessment. In the first case SEA is often only a justification of the decisions. In the second case an open approach would allow the public to alter the weights of the indicators to see if the decision changes. In case we speak in favour for the involvement of the public we might have a look at the very straight swiss approach having open decision taking in referenda. It is not clear why the involevement of the public takes only place in the environmental sector? What is your opinion? Is there a chance to implement the second variant?

It depends on where within the EU you are reffering, the Uk experience is very much one of SEA being completely subsumed and incorporated within wider Sustianability Appriasals (see article). In terms of public involvement it would seem from what i have read and heard that the VAST majority of local and national authorities see the whole thing as somthing which needs to be done and simply ensures they comply to the law rather tahn using the SA to inform the decision making process. I think there is only a legal requirment to consult the public on the SEA aspects of an SA hence why. BR
