This image, StPaulSeal.gif, is being linked here; though the picture is subject to copyright I (Appraiser) feel it is covered by the U.S. fair use laws because:
- it is a low resolution copy of the city's official seal;
- it does not limit the copyright owner's rights to distribute or display the seal in any way;
- copies could not be used to make illegal copies of the seal;
- the image on the seal is significant because it represents the city of Saint Paul.
