it is a low resolution still of a TV series;
it does not limit the copyright owners rights to sell the episode in any way;
it identifies the episode where Data interfaces with a probe sent by the overseer entity (also seen over Data's left shoulder) of above the Rubicun III planet;
it illustrates the episode in question and aids commentary on the plot outline.
