Stephen Noel Elder (born 29 September 1956) is the Director of the Catholic Education Office in Victoria, Australia.

Elder served as the Parliamentary Secreterical for Education in the Victorian Government from 1992 to 1999. He was the member of the Legislative Assembly of the Parliament of Victoria for Ballarat North from August 1988 to October 1992. After the seat was abolished in a redistrbution, he was elected Member for Ripon from October 199 to August 1999.

Prior to serving as a Parliamentarian, Elder had been a respected teacher and community worker.
