Stabilization Fund of the Russian Federation

Stabilization Fund of the Russian Federation (Russian: Стабилизационный фонд Российской Федерации) is a Russian fund founded by the Government of Russia in January 2004 which is aimed to help offset oil market volatility. It is formed by extra revenues from crude oil and gas exports and operated by the Finance Ministry of Russia.
