St. Clements University

St. Clements University is a school registered in the Turks and Caicos Islands.
In 1995, when St. Clements University was formed, there were very few Commonwealth countries, which allowed the registration of private distance learning universities. The only Commonwealth State the founders could find which would allow a private open university to be registered - St. Clements University (not St. Clements University Inc. or St. Clements University Ltd. etc.) was the Turks and Caicos Islands. The Turks and Caicos Islands, being a British Colony, their highest Court of Appeal is the Privy Council. The Privy Council has ruled on numerous occasions, that if an organisation is called a University, it can issue degrees. Thus on the 16th of March, 1995 St. Clements University was registered as a University company in the Turks and Caicos Islands.
To validate its degrees and given them due professional recognition it has worked with number of Commonwealth, particularly United Kingdom professional qualifications awarding bodies. This has been done via the following method:
1 - The professional body recognising the degrees for a particular level of membership qualification e.g. The Master of Business Administration has the following recognition:
The Institute of Professional Financial Managers - Fellow Member The Institute of Manufacturing - Fellow Member The Institute of Management Specialists - Fellow Member Professional Business & Technical Management - Fellow Member Academy of Administrators and Executives - Fellow Member Academy of Multi Skills - Fellow Member The Society of Sales and Marketing - Full Member
2 - The program incorporates material taught by the professional body: E.g. The Bachelor of Science in Management Specialists incorporates the Institute of Management Specialists Diploma as part of the program.
3 - Joint Degree Programs: This is where the professional bodies set the program for their members to upgrade their qualifications and St Clements University issues the degree. St Clements University has joint degree programs with the Institute of Professional Financial Managers, Society of Sales and Marketing, Institute of Manufacturing and Society of Nursery Nurses (pre-school Teachers).
The United Kingdom bodies it seeks these validation from are generally listed in the publication 'British Qualifications' 34th Edition.
Non - English Programs: It has over the past 32 months developed a range of Arabic Language programs and this has lead to substantial growth in Kurdistan, Baghdad - Iraq and Syria. To help validate these degrees, St Clements University has negotiated agreements with a number of Middle East Universities for recognition of its program. The exact nature of this recognition varying from agreement to agreement.

A number of countries have realised the need to open their education system to private open learning universities.
As a corporate body, St. Clements University (T&C Registration Number E. 14905) owns the following government licensed or accredited educational bodies:
St Clements University Campus Centre – Niue (South Pacific) St Clements University Campus Centre – Niue is licensed by the Niue National Government as a Higher Education school.
St. Clements University – Liberia St. Clements University is provisionally licensed by the Liberian Ministry of Education and has established a Campus Centre in Monrovia.
St. Clements University - Somalia' St. Clements University is accredited by the Transitional Federal Government of Somalia to issue Bachelor, Master and Doctorate degrees. It has a Campus Learning Centre in Mogadishu in conjunction with the Centre for Training and Consultancy.
St. Clements University currently has several other applications waiting Ministry of Education approval.
Accreditation
Accreditation in the USA varies from the rest of the World.
In the USA accreditation is an entirely voluntary process, carried out by private non government agencies. Over the past few years accreditation in the USA has meant accreditation from one of the six regional accreditation associations recognised by the USA Federal Ministry of Education or the Distance Education and Training Council.
In the USA accreditation means recognition of the whole institution.
Outside of the USA Universities are chartered (UK) or licensed by their respective governments, but not generally accredited. The word “University” is generally restricted and needs Ministry of Education permission to be used.
Many countries have accreditation Boards or Councils etc. which accredited particular courses e.g.:- Malaysian – LAN, Ghana- NAB, Australia – ARC etc. These bodies generally register the institution and only accredit their courses.
As well as the regional association the USA has over 60 bodies, which accredits professional courses.
Through out the world various professional bodies (e.g.: Institute of Financial Accountants) and business (e.g.: Microsoft) accredit courses taught by educational institutions and accredits them to teach their programs.
