I'm using this as a sketchbook to work on the U.S. State Template project.
Rules:
- Top 10 cities by population always included.
- If the list of top 10 cities drops below 10k, no additional cities are added.
- If the list of top 10 cities does not drop below 10k, the next 10 largest cities are listed.
- Counties (or the appropriate item for the state) are always listed.
