Sir Charles Wentworth Dilke (1843-1911).

This image is from a series known as "Men of Mark" a series of portraits portraits of men distinguished 19th century British establishment figures. The photographed from the London studio of Lock and Whitfield's and was taken between 1876-1883 when the series was published. At least 124 years old it is in the public domain by virtue of age.
