The copyright for it is most likely owned by either the publisher/producer and/or artist(s) producing the work in question. It is believed that the use of low-resolution images of character artwork:

qualifies as fair use under United States copyright law. Any other uses of this image, on Wikipedia or elsewhere, may be copyright infringement. See Wikipedia:Fair use for more information.

[edit] Fair use for The Simpsons, The Simpsons shorts and Homer Simpson

This image, Simpsons on Tracey Ullman.png, is being linked here; though the picture is subject to copyright I (Maitch) feel it is covered by the U.S. fair use laws because:

  1. it is a low resolution copy.
  2. it does not limit the copyright owner's rights to sell the Tracey Ullman Simpson shorts in any way.
  3. it is unlikely that the image would be used for illegal prints since The Simpsons looks different now.
  4. the image is significant because it shows the development of the characters.

[edit] Fair use for Matt Groening

This image, Simpsons on Tracey Ullman.png, is being linked here; though the picture is subject to copyright I (Gran2) feel it is covered by the U.S. fair use laws because:

  1. it is a low resolution copy.
  2. it does not limit the copyright owner's rights to sell the Tracey Ullman Simpson shorts in any way.
  3. it details a very important work of Matt Groening, and is only being used in an informative way.
