Shelly was first introduced as a girl who wanted to prevent Brooke from having an abortion although it was later revealed that she wasn't pregnant at all. Glenda told Brooke that although she was the Clean Teens' leader and a "virgin for life" she used to be a slut and Brooke realized that she had had an abortion which Shelley confirmed by saying she had gotten pregant at the Christian camp. She has been trying to get Rachel Gatina and Brooke Davis to become clean teens as well which they did only as an alibi for stealing a test. She soon fired Rachel as she didn't take any steps to stay a virgin.
In "Pictures of You" Shelly called Mouth a geek. They had to spend the class together, so that they could get to know each other. Mouth asked her to the prom and she said yes. They also kissed. Shelly also had took Mouth's virginity in "Sad Songs for Dirty Lovers" (4x14) but left as she was horrified to have broken Clean Teens rules, saying it was goodbye.
