"Smokestacks" is a perjorative word intended to label the refinery as a polluter. "Others are flares" and I don't see any flares in the photo. "Flares are alleged by some to dispose of unwanted waste materials" which is hog wash. Flares are used in refineries as a safety measure for emergency use and most of them achieve 98% or more complete combustion efficiency.
