There is no evidence that he was on drugs and also the other driver was speeding with his girlfriend in a police car...

The other guy was waiting for the green light in a police car with his grilfriend. He didn't use the safety belt (it's not required in a police car /in hungary/ yes, stupid rule). Shane was going towrards Pesthidegkút from Moszkva tér and in a left hander the BMW (E36) oversteered, Shane lost the control, left his lane and crashed into the police car.

Shane blood sample showed he used cannabis.
