The Black Box Agency/Conspiracy members were all the main players. The Syphon Filter virus was created in Pharcom labs while the Omega Strain was created in Yakuza controlled labs. The Syphon Filter virus was first purchased by Black Baton, then the ALA and then finally the CDP.
