What was here initially was a total hash: "This is a term in Italian history which signifies the 17th Century passed by relative reforms, especially at the northern part of the italian-speaking states. As in "Rissorgimento", the "Settocento" has been forced by the rich and developed Piemonte region." Wrong century, misspellings of the Italian words, and misapplication of the word in English usage. My own ignorance, on the other hand, accounts for my failure to salvage the Piemontese and political connection: offhand I can't vouch for its accuracy, and couldn't apply it of my own knowledge to one century (the Settecento) or the other (the 17th century, which is the Seicento).
