Sergeant Cerveny is notable because she has sworn an affidavit that off-duty guards at Guantanamo, who she had never met before, volunteered details of the abuse they inflicted on detainees, on their first meeting with her.
A picture, demonstrating that she is young and pretty help explain why guards would brag to a stranger.
There are no free images of Ms Cerveny. So, if I understand fair use as practiced here, the use of a single unfree image -- to show she is young and pretty, is permissible on articles that deal with the controversy she sparked.
