Sergeant Heather Cerveny, a paralegal assisting in the defense of Omar Khadr, a Guantanamo detainee charged with murder. Cerveny reported in an affadavit filed October 4, 2006 that on her first visit to the Guantanamo Bay Naval Base's military club off duty guards bragged to her about arbitrarily striking detainees, or arbitrarily removing their belongings in order to prompt an outburst they could use to justify calling in the riot squad.

Sergeant Cerveny is notable because she has sworn an affidavit that off-duty guards at Guantanamo, who she had never met before, volunteered details of the abuse they inflicted on detainees, on their first meeting with her.
A picture, demonstrating that she is young and attractive helps explain why guards would brag to a stranger.
There are no free images of Ms Cerveny. So, if I understand fair use as practiced here, the use of a single unfree image -- to show she is young and attractive, is permissible on articles that deal with the controversy she sparked.
