C-SPAN's video coverage of the floor proceedings of the U.S. House of Representatives and the U.S. Senate is public domain, but it is unclear whether this is that footage.(Or apparently not; see [1].) If not, this is contended to be fair use in at least one of the articles it was included in on June 26, 2004.
