[edit] Crown

It seems that one of the symbols on the seal is omitted in the current version of this image. On the seal, Liberty has one foot on the crown (symbolizing freedom from Britain). Basically it should look like the Flag of New York. Here's the description of the seal at the official NYS site: http://www.dos.state.ny.us/kidsroom/nysfacts/seal2.html Unfortunately there's something wrong with the image itself on that site, but the description clearly states: "A royal crown lies at her left foot, thrown down to illustrate the lessening of power of the English monarchy."
