[edit] Summary

A 1853 Seated Liberty quarter with Arrows and Rays. This is an auction scan from American Numismatic Rarities [1]. As a U.S. coin, the design is in the public domain, and per WP:IUP: "Also note that in the United States, reproductions of two-dimensional artwork which is in the public domain because of age do not generate a new copyright — for example, a straight-on photograph of the Mona Lisa would not be considered copyrighted (see Bridgeman v. Corel). Scans of images alone do not generate new copyrights — they merely inherit the copyright status of the image they are reproducing." Since this is simply a straight-on photo or scan, with no creative aspect involved, it should not be subject to copyright as per this precedent.

[edit] Licensing

Public domain

This image depicts a unit of currency issued by the United States of America. If this is an image of paper currency or a coin not listed here, it is solely a work of the United States Government, is ineligible for copyright, and is therefore in the public domain

Or not!

Certain coins contain copyrights licensed to the U.S. Mint and owned by third parties or assigned to and owned by the U.S. Mint [2]. For the United States Mint circulating coin design use policy, see [3]; for the policy on the 50 State Quarters, see [4]. For images of these coins, a fair use license template and rationale must be used.
