James "Scoonie" Penn (born January 9, 1977) is an American basketball player who played at Boston College before transferring to The Ohio State University. Penn played as a point guard in 2005/06 for renowned Croatian club Cibona and will join Greek club Olympiacos in 2006/07.
His height is 180 cm, and weight 82 kg.

- 1996-97 First Team All-Big East Conference. Conference's Tournament Championship winner (MVP).
- 1998-99 Big Ten Conference Player of the Year.
- 1999-2000 Frances Pomeroy Naismith Award as the nation's top senior under 6'0" (1.83 m) tall.
- Selected Third Team All-America and First Team All-Big Ten Conference in both his junior and senior seasons. Ended his career at Ohio State University as the college's all-time leader in three-point field goals made.
