The situation in Sool and Sanaaq, where the actual rulership of the country is by the Boqor or Ugas of the most powerful Qabiil in the area, is not unique. This situation exists in every one of the competing Somali states except the ICU, where Qabiil is forced to take a much reduced secondary role to individual prestige and respect amongst the Sheikhs. In Southwestern Somalia and Gedo, the situation has entirely degenerated to Qabiil-based rule and the TFG has become a sort of Qabiil "League of Nations".

However, these Qabiil DO acknowledge the authority of the states in which they reside, most of the time, and if they don't then that state has no power there. This is why Sool and Sanaaq are disputed between Puntland and Somaliland, because some of the Qabiil wish to be part of Puntland and some other Qabiil want to be part of Somaliland.

The district map I used was primarily constructed to facilitate understanding of the war, and is not assumed to be 100% accurate as to the exact boundaries. Districts tend to change over time. Hello! Thanks for your interest in Wikipedia. However, we are going to ensure we show maps of the territorial dispute between Somaliland, Puntland, and Somalia. It is part of the history of the Sanaag and Sool regions, and we should not remove the map of the disputed area without a specific reason, which you can put on the talk page. --Petercorless 15:11, 19 February 2007 (UTC)
