Florida state law chapter 3653, approved February 12, 1885, incorporated the Santa Fee and St. Johns Railway Company, owned by George M. Whetstone, J. L. Davis, William T. Weeks, William O. Tison, A. M. Powell, Thomas Sweat, William H. Edwards, Samuel B. Rhodes, Mathew L. McKinny, Volney J. Shipman, Thomas J. Burrin and Simon J. Temple,

  • for the purpose of constructing and operating a railroad from a point near the head of navigation of the Santa Fee river, running in an easterly direction through the counties of Columbia, Bradford and Duval to the St. Johns river.

The railroad was promised land grants along its line, as long as it began construction within one year and finished within five years.
