Ryan Nguyen Hubris was born in South Vietnam and he immigrated to the United States with his family. He is the founder of the Vietnamese American National Gala (VANG).

He received a Bachelor of Science degree, in Finance and Spanish, from Santa Clara University in 1992, and a Master of Public Administration, specializing in intergovernmental management (IGM) and public policy, from the University of Southern California (USC) in 1993*
